As i file my dogs nails, will the quick move back?

I have a doberman who has hated getting his nails clipped since he was a puppy. His new VET won't clip his nails because the last time she tried he got a little snippy with her, and now she says she can't because the quick is up too far. She told me i needed to start filing them down. So i bought a drimmel minimite and have started to use that, which he doesn't mind at all. My question is, as i use it will the quick move back? And how often should i sand them? every day? once a week? I'm not doing much at one time, just a couple passes over each nail. Any help would be great. As i file my dogs nails, will the quick move back?
When you're trying to move the qwik back, you can usually see it if you look at the nail either dead on, or some dogs have light colored nails that you can see it through. Grind down to the qwik (as close as you can get without nicking him) and then leave it for two days, then rinse and repeat.

Also, it sounds like your veterinarian is a chicken who shouldn't be in the field of dogs. Find a new one who isn't afraid to get bitten for the love of her profession.

PS: During that two day period, I wanted to add that walking your dog over concrete surfaces will also help to force the qwik to retract away from the edge of the nail, so try to take your dobie on walks in concrete areas if you don't already.
