You can clip and file their nails, but you have to be extra careful of the small veins that are in there. I would suggest taking them to your vet or local groomer and having it done properly. Yes,but DO NOT TRY TO DO IT YOUR SELF!!!Take the doggie to the groomers and tell them you want to get your dogs nails trimmed,it doesn't cost much I have it done to my dog because she scratches the crap out of me.It is safer to let the pro.s clip your dogs nails because you could clip them too short and it can make your dog bleed profusely and cause unnecessary infection.It can take a long time for your dog to heal once maimed, also cause the dog a lot of pain.
You can have a vet or pet groomer trim them for you. I would also suggest putting baby booties on your dogs paws to help keep the nails off of the floor.. that is if the dog will allow it...

If they are very long, you need to clip them very frequently (once a week or more often) in order to get the quick (vein) to recede.
there are caps for cat nails that aren't declawed. maybe it would work with a small dog? you can't clip/ file too short or you'll get the 'quick' of the nail and will bleed and really hurt. which means good luck ever cutting them again.
yes, you can clip them short and have them filed. you can also purchase little rubber ';thingys'; that go over the dogs nails to prevent scratches. they are available at pet supply stores or ask a groomer.
