You put the cut out part under your finger nail and it smoothes out the rough part of your nails underneathe from filing them. The top hool is to get things from under your nails;)What is this part of a nail file used for?
Its to rest a finger in so you can have full control of the file. I know its wierd but that is actually what it is for

I use it to scrap the underneath part of my toe nails... and get in the very corners of the toe nails...
